Ken Scottow

Chair of Governors/Foundation Governor

Areas of responsibility: Chair of Foundation Governors and Chair of Governors

Current term of office ends: 17/07/2021

Vice Chairman of LA Governors, Chair of Staffing Committee, Governor responsible for Child Protection

Ken has been a Foundation Governor for over 30 years as well as on the LA Governing Body. He has 2 sons and 3 grand-daughters. He is retired having worked in the Insurance industry for over 35 years. Ken has joined the Year 6 children on their school journeys over many years and more recently the Year 4 children on theirs.

Ken's grand-daughter attends Foster's Primary School.

Foundation Governor

Liveryman, Freeman and Citizen of London

Bill has been a Foundation Governor of Foster’ VC Primary School since 1974. Chairman of Governing Body from1975 -1998.

Clerk to Foster’s Educational Foundation (Charity No307461)   

Foundation Director of Trinitas Academy Trust

Vice Chairman of the Board of Directors, Chairman of the Finance Committee and Member of the SLT Pay Committee

Foundation Governor of Trinity Church of England School since 1994. Vice Chairman of the Governing Body until recently. Chairman of the Finance, Buildings and Health and Safety Committee. Chairman of Discipline and Attendance Committee. Liaison Governor with the sub-committee monitoring the building of the new 6th Form Centre. Past Vice Chairman and Chairman of Bexley Schools Forum. Member of Bexley Governor’s Forum. Member of Partnership 6th with Erith and Welling School for planning courses offered and standards reached for the three 6th forms.




Bruce Fletcher

Head Teacher

Mr Fletcher is Headteacher of the school and took up his appointment in January 2006. He was previously a Headteacher of a school in Lancashire for some 16 years and made the move down south for some new challenges. He talks about his move and says that “I left a school in which I was incredibly happy and which I loved. I haven't regretted the move for one day! Foster’s is a very special place in which to work and the staff who work here are a wonderful group of people. The children are our best ambassadors and wherever they go they get comments about their superb behaviour.  I am very proud to be Head of this school– there is a lot to be proud of!”





Jason Hemley

Co-opted Governor

Area(s) of responsibility: Deputy Headteacher

Current term of office ends: 10/01/2022


Jason has been a staff Governor since September 2014. He has been a teacher at Foster's since 2008 and a Deputy Head  since September 2017 when he moved on to be a Co- opted Governor. Jason is the leader of Teaching and Learning and Assessment,  “We have a wonderful ethos here at Foster’s where every child is valued as a unique individual, and we want them to enjoy every single minute of their time with us. I enjoy contributing to a school that aims to provide a safe, happy and exciting environment in which all children can thrive”.



Joanne Surguy


Co-opted Governor

Current term of office ends: 01/11/2019


Joanne works as Licensing Manager for Sainsbury's, a role that she has successfully carried out for the last 14 years, however she has worked within the Legal Team of Sainsbury's for over 25 years. Joanne is married and has a daughter who goes to school within the Bexley area.





Laurence Lum


Co-opted Governor

Current term of office ends: 2/11/2019


Laurence has been a governor since November 2015. He is a financial analyst at SVG Capital, a private equity company and has been working there for the last 8 years. Laurence lives in Greenwich with his partner and 2 daughters.






Scott Wilkins

Co-opted Governor

Current term of office ends: 09/03/2020


Scott has been a governor since January 2016. He is a Mechanical Engineer with over 10 years industry experience prior to entering the Further Education sector in 2006 where he was head of Engineering,  Construction &  building Technology for one of the countries largest colleges. Scott now works for Pearson, the world’s largest awarding body of qualifications where he has responsibility for their Engineering & Construction qualifications and setting the strategy for future developments.

Scott lives in Bexleyheath and is Married with 3 young children who also attend a local primary school and nursery. 


Anna-Louise Boorer

Parent Governor

Current term of office ends: 23/01/2021



Anna-Louise has been a governor at Foster's since January 2017. She is an Assistant Head in an outstanding primary school, has achieved NPQSL and has a Master’s degree in Education Leadership and Management.

Being a Governor is important to me as I care deeply about education, emotional and social wellbeing of my children and believe that home-school relationship are key.”

Anna-Louise lives in Welling with her partner and 2 young children. Their eldest attends Foster's Primary school.




Kathleen Farram

Parent Governor

Current term of office ends:23/01/2021



Kathleen has been a governor at Foster's since January 2017. She has worked in the ‘not for profit’ sector her entire professional career, latterly for two well-known child rights organisations.

“I am very passionate about creating the best opportunities for children and would love to apply my skills and experience at Fosters.”

Kathleen lives in Bexleyheath and is married with 2 children that attend Foster's Primary school.




Victoria Thompson

Parent Governor

Current term of office ends:23/01/2021



Victoria has been a Governor at Foster's since January 2017. She is a qualified Accountant working for the Police.

“I am passionate about achieving the best possible schooling experience for all children, to give them the best foundation for a happy life, and support the community in the future.”

Victoria lives with her partner and young daughter in Welling and her daughter attends Foster's Primary School.


Emma Baldwin

Staff Governor

Current term of office ends:06/01/2023



Emma has been a teacher at Foster’s since 2015. She has been the Science lead in the school since 2016.

“I am proud to be part of a school where the children’s learning and wellbeing is at the heart of everything that we do. I enjoy being part of creating new initiatives that enable the children to grow as learners and as individuals.”
